The standard we target

We aim to conform to the Web Content Accessibility Guidelines version 2.1 at level AA.

What that means here

Text and background colour combinations are tested against the contrast thresholds, at 4.5 to 1 for body text and 3 to 1 for large text.

Every page is usable from the keyboard alone, with a visible focus indicator.

Layout reflows to a single readable column at narrow widths without horizontal scrolling, and it works down to a 360 pixel viewport.

Headings run in order so a screen reader can navigate by structure. Tables use real header cells. Links describe where they go rather than saying click here.

Animation is limited to entrance transitions and is disabled when your device requests reduced motion. Nothing flashes, autoplays, or moves under your reading position.

The site does not depend on colour alone to convey meaning, and reference data is published as real text rather than as images of tables.

Known limitations

Some reference tables are wide by nature. On a narrow screen they scroll horizontally inside their own container rather than being reflowed, because reflowing a rate or permit table breaks the comparison it exists to support.

Documents linked to external sources, including federal and state publications, are outside our control and may not meet the same standard.
